Natural Increase

The natural increase in the population (births minus deaths) for quarter 4 2017 was 7,594.  This represents a rate of 6.3 per 1,000 population, 0.3 less than quarter 4 2016.  See tables 3, 4 and figure 1.

Marriages/Civil Partnerships

The number of marriages registered during the quarter was 5,049, of which 182 were same sex marriages. This is equivalent to an annual marriage rate of 4.2 per 1,000 population, a decrease of 0.1 from quarter 4 2016.  See tables 3 and 4.

Same sex marriage legislation came into effect on the 16th November 2015.

Civil Partnership legislation was introduced in Ireland on the 1st January,  2011.  From 16th November 2015, when same sex marriages legislation came into effect, same sex couples no longer had the option to apply for a Civil Partnership.  However, couples that had given the required 3 months' notice of a Civil Partnership prior to 16th November 2015 were still entitled to have a Civil Partnership ceremony after that date.  There were no civil partnerships registered in quarter 4 2017.  There were also no civil partnerships registered in the corresponding quarter of 2016.  See tables 3 and 4.

Population

The estimated population (usual residence) in April 2017 was 4,792,490.

Notice
From the 1st January 2018 the CSO is using new automated software called IRIS that selects the underlying cause of death either in code entry mode or in free text mode (from the certifiers text on the death certificate).  The remaining deaths are manually coded by trained mortality coders.   The IRIS automated cause of death coding system was developed by the IRIS core group (currently Germany, Italy, France, Hungary and the United States) to code mortality data and is the preferred coding tool for European countries.  Please note that the underlying cause of death is still classified to the International Classification of Diseases, Version 10 (ICD 10).

Prior to using IRIS the cause of death, coding was done by the CSO using the American-developed Medical Mortality Data System (MMDS) suite of software. The MMDS software is no longer being maintained or updated and the United States subsequently joined the IRIS core group.  The first release of mortality data using IRIS will be in the Q1 2018 Vital Statistics quarterly release, due for publication at the end of August 2018.

As part of the process of moving to IRIS, the CSO carried out a dual coding exercise using both the MMDS and IRIS software on the 2015 mortality data.  A report on this will be available with the quarterly release in August 2018. This will help inform users as to the effect, if any, the move to the new software may have on cause of death coding.

Background Notes

Introduction

This report has been prepared by the Central Statistics Office for the Minister for Social Protection in accordance with the provisions of Section 2 of the Vital Statistics and Births, Deaths and Marriages Registration Act, 1952 and Government Order SI 831 of 2007.

Methodology

All figures in this report are classified by quarter of registration.

The extension of the Limerick City boundary, which came into operation on 1st March 2008, has been taken into account in the compilation of the statistics from the Second Quarter of 2008. As a result, data for Limerick City and County are not directly comparable with any quarter prior to the Second Quarter 2008.

This publication continues with the 3 major changes in the methods by which mortality statistics are compiled. These changes were introduced in the Vital Statistics First Quarter 2007 publication.

1) Underlying Cause of Death is classified according to International Classification of Diseases, Version 10 (ICD10) instead of to International Classification of Diseases, Version 9 (ICD9). In addition, this and future publications will incorporate certain official updates to ICD-10. In particular, mental and behavioural disorders due to psychoactive substance use (F10-F19), with mention of intestinal infectious diseases (A00-A09), accidental, intentional self and undetermined intent poisoning by and exposure to noxious substances (X40-X49, X60-X69, Y10-Y19) or assault by chemical or noxious substance (X85-X90), are now coded to the latter.

2) Deaths where there was not an inquest have been coded using the automated coding system developed by the U.S National Centre for Health Statistics (NCHS). Previously the Underlying Cause of Death was chosen manually for all deaths.

3) All deaths registered in the quarter have been included in the statistics, in some cases with a provisional cause of death. Previously the practice was not to include deaths in the quarterly statistics until the cause of death had been definitely established.

Because of these changes, caution should be taken in directly comparing these mortality statistics with those of previous quarters.  Many countries have found that moving to ICD10 does affect certain specific categories of causes of death.  In particular, a significant drop in the number of deaths attributed to pneumonia and bronchopneumonia has been observed in some countries after moving to ICD10. These deaths were instead assigned to other conditions included on the death certificate.

The effect of the second change above has been to increase the number of deaths in our statistics as compared with previous years. Statistics for deaths due to external causes are particularly affected by this change. The previous method meant that some deaths were included in a later quarter of the year, than when they had been registered, because of the delay involved in establishing a definite cause of death.

Stated Parity Refers to the number of previous live births excluding any not stated.

NUTS2 and NUTS3 Regional Authority areas

The regional classifications in this release are based on the NUTS (Nomenclature of Territorial Units) classification used by Eurostat. The NUTS3 regions correspond to the eight Regional Authorities established under the Local Government Act, 1991 (Regional Authorities) (Establishment) Order, 1993, which came into operation on 1 January 1994. The NUTS2 regions, which were proposed by Government and agreed by Eurostat in 1999, are groupings of the NUTS3 regions. The composition of the regions is set out below.

Same-Sex Marriage Legislation

The Marriage Act 2015 (No. 35/2015) effective from the 16th November 2015 (S.I. 504/2015) refers, allows parties of the same sex to marry.

Revision of rates

Rates for Births, Deaths and Marriages in quarter 4 2017 have been revised for intercensal years 2012 to 2015 based on revised estimated usual residence population data.  Rates for 2016 have also been revised based on updated Census of Population usual residence population figures.  Rates for the first quarter of each year are calculated using the relevant population data for the previous year.

Usual Residence Population concept

For the purpose of this release the population concept of usual residence has been used, i.e. all persons usually resident and present in the State on census night, plus absent persons who are usually resident in Ireland, but are temporarily away from home and outside the State on Census night. All persons are classified according to the region of their usual residence.

Birth and Death rates

There is a minor change in methodology concerning the calculation of birth and death rates at a county level from Q2 2015 onwards. Prior to this the county population used in the calculation of birth and death rates was calculated by applying the same factor of change in the population at a state level to each county during the inter-census years.  For example:

State Population (habitual residence) 2011 census year 4,574,888
2012 inter-census year estimate 4,585,400
Factor of change = (4,585,400 - 4,574,888) /4,574,888 * 100 = 0.22977
Carlow population census year = 54,723
To estimate population in Carlow for 2012 using factor of 0.22977 as follows:
Carlow 54,723+ [54,723][0.22977/100] = 54, 848= population estimate 2012
Regional population was calculated by summing the relevant counties and county boroughs.

From quarter 2 2015 onwards, the factor of change is calculated at the regional (NUTS3) level first and this is used to calculate the population at the relevant county level. For example:

South East Region Population
2011 census year 499,304
2012 inter-census year estimate 500,831
Factor of change = (500,831 - 499,304) /499,304 * 100 = 0.30582
Carlow population census year = 54,723
To estimate population in Carlow for 2012 using factor of 0.30582 as follows:
Carlow 54,723+ [54,723][ 0.30582/100] = 54,890 = population estimate 2012
The overall rate at national level is unaffected by this revision.
