In Q4 2018, 7.6% of employees for whom earnings data was reported, earned the National Minimum Wage (NMW) or less. This was down from 8.6% in Q4 2017.

The number of employees who self-reported earning less than the NMW was 24,500 and this fell very slightly from Q4 2017. The number of employees who self-reported earnings equal to the NMW was 112,700 and this was down 13,300 (10.6%) from a year earlier. Therefore, in total 137,200 employees self-reported that they earned the NMW or less in Q4 2018 and this was down by 13,500 (9.0%) from Q4 2017.

The proportion of employees who reported earning more than the NMW was 92.4%, up from 91.4% a year earlier. See tables 1a and 1b and figure 1.

 

 

 

This release presents results based on questions relating to the National Minimum Wage (NMW) included in the Labour Force Survey (LFS) from Q2 2016. Users should note that from Q3 2017, the Labour Force Survey (LFS) replaced the Quarterly National Household Survey (QNHS). Please see background notes for further information.

The LFS is not designed to be an earnings survey; rather it is the official source of employment and unemployment statistics in Ireland and is conducted across a representative sample of households throughout the country. Therefore, the earnings data in this release is based on each respondent self-reporting their income and as a result some caution is urged in the interpretation of this data. In addition, as the data presented in the release is collected directly from individual respondents, caution is urged in comparing these results to data collected directly from business enterprises.

In addition, as a number of respondents did not report their status with regard to the NMW, these respondents are identified as ‘Not stated’ in the relevant data tables and are excluded from the denominator in calculating the share or proportion of all respondents on the NMW.

 

Females more likely than males to earn NMW or less

The results show that females are more likely than males to earn the NMW or less and this has been a consistent feature of the series since it began in Q2 2016. Of the 137,200 employees who reported earning the NMW or less in Q4 2018, 75,900 or 55.3% were female while 61,300 or 44.7% were male. This compares to an overall even split of all employees in the State of 50.0% each for males and females. The greater share (88.9%) of the fall of 13,500 in the number of persons who reported earning the NMW or less in the year to Q4 2018 was accounted for by males.

In total, 6.8% of all male employees in the State earned the NMW or less and the corresponding figure for females was 8.3% in Q4 2018. See tables 3a and 3b and figure 2.

Majority on NMW or less in the Services Sector

In Q4 2018, the Services sector accounted for more than four out of five (83.5%) of all employees who reported earning the NMW or less, which continued a similar trend from earlier periods. Specifically, the Wholesale and retail trade; repair of motor vehicles and motorcycles sector accounted for 28.2% of all employees who reported earning the NMW or less while the Accommodation and food services activities sector accounted for 27.8%. By comparison, the Wholesale and retail trade; repair of motor vehicles and motorcycles sector accounted for 14.3% of all employees in the State while the Accommodation and food services sector accounted for 7.9%. See table 4b and figure 3.

Elementary and Sales and customer service occupations more likely to earn NMW or less

The greater incidence of employees earning the NMW or less in Q4 2018 was in the Elementary and Sales and customer service occupation groups. Elementary occupations accounted for 37.1% of all employees earning the NMW or less while the share for those in the Sales and customer service group was 24.0%. Both were up slightly from Q4 2017.

Within both groups, 23.6% of all employees in the Elementary occupation group reported earning the NMW or less while 19.9% of all employees in the Sales and customer service occupation group reported earning the NMW or less.

Overall, these groups combined accounted for 21.0% of all employees in the State. See table 5b.

Half of those earning NMW or less were in the 15-24 age group

Half (50.0%) of those earning the NMW or less in Q4 2018 were in the 15-24 (youths) age group and this was up from 47.1% in Q4 2017. This age cohort represented just over one in ten (11.8%) of all employees in the State in Q4 2018. Persons aged 25-34 accounted for 20.6% of all employees on the NMW or less while representing 24.1% of all employees. Persons aged 35-44 accounted for 13.6% of all employees on the NMW or less while representing 28.6% of all employees. Finally, those persons aged 45-54 accounted for 7.9% of all employees who reported earning the NMW or less while they represented 21.2% of all employees in the State.

In terms of the proportions within age cohorts who reported earning the NMW or less in Q4 2018, almost one third (32.0%) of all employees in the 15-24 (youths) age group earned the NMW or less and this was down from 35.0% a year earlier. This compares to 6.5% of all employees aged 25-34, 3.6% of those aged 35-44 and 2.8% of those aged 45-54. See table 6b and figure 4.

Over half of employees on NMW or less worked less than 30 hours per week

Over half (51.5%) of employees earning the NMW or less usually worked less than 30 hours per week in Q4 2018 compared to 54.1% a year earlier. A further 32.7% of employees earning the NMW or less worked between 35-44 hours per week, up from 31.0% in Q4 2017. Those working less than 30 hours per week accounted for 20.3% of all employees, while the share for those working between 35 and 44 hours was 60.2%.

Differences also emerge when one looks at the proportions within the hours worked groups; 37.1% of employees who worked less than 10 hours per week earned the NMW or less and the share for those between 10 and 19 hours was 24.7%. By comparison, the corresponding figure for those working between 20 and 29 hours was 13.1% and just 4.2% for those working between 35 and 39 hours. See table 8b.

Almost three in five employees earning the NMW or less were part-time

In Q4 2018, almost three in five persons (57.9%) earning the NMW or less were employed on a part-time basis. This was up from the 55.9% recorded in Q4 2017. In total, part-time employees accounted for one fifth (20.0%) of all employees in the State and this was down slightly from a year earlier. Full-time employees accounted for 42.1% of all employees on the NMW or less, down from 44.1% in Q4 2017. Full time employees accounted for 80.0% of all employees in the State.

Just over a fifth (21.9%) of all employees who worked part-time reported that they earned the NMW or less in Q4 2018 while 4.0% of all employees who worked full-time reported that the earned the NMW or less. See Table 9b and figure 5.

Non-Irish Nationals more likely to earn NMW or less

Within both categories, 7.1% of Irish Nationals earned the NMW or less in Q4 2018 while the corresponding figure for non-Irish Nationals was 9.6%.

In Q4 2018, 77.3% of employees earning the NMW or less were Irish nationals and this was up slightly from a year earlier. The share for non-Irish Nationals, on the other hand, fell slightly to 22.7%.

In total Irish Nationals accounted for 82.1% of all employees in the State while the figure for non-Irish Nationals was 17.9%. See Table 13b.

Employees with Secondary as highest level of education more likely to earn NMW or less

Employees whose highest level of education was Secondary accounted for 61.0% of all employees who reported earning the NMW or less in Q4 2018. The corresponding figures for those with a Post-secondary non-tertiary and Third level honours degree or above were 14.4% and 11.1% respectively.

Those with Secondary as their highest level of education represented 30.8% of all employees while the figures for Post-secondary non-tertiary and Third level honours degree or above were 13.9% and 39.2% respectively.

In terms of the proportions within the education categories who reported earning the NMW or less in Q4 2018, 15.1% of those whose highest level of education was Higher secondary earned the NMW or less. This compares to 7.8% of all employees in Post-secondary non-tertiary and 2.1% in Third level honours degree or above. See table 14b and figure 6.

Background Notes

National Minimum Wage (NMW)            

The National Minimum Wage (NMW) was introduced in Ireland on April 1st, 2000. Since its introduction, the NMW has been adjusted on numerous occasions and for the reference years mentioned in this release, the adult rates were as follows:

2016: €9.15 per hour

2017: €9.25 per hour

2018: €9.55 per hour

The National Minimum Wage is the lowest average hourly rate that can be paid by an employer to an employee. There are a number of exceptions to the requirement to pay NMW which, for the period covered by this release, were as follows:

(a) a person who is a close relative of the employer (i.e. the spouse, civil partner, father, mother, grandfather, grandmother, step-father, step-mother, son, daughter, step-son, step-daughter, grandson, grand-daughter, brother, sister, half-brother or half-sister of an employer),

(b) a person taking part in a statutory apprenticeship (e.g. an apprentice printer, plumber, carpenter/joiner, electrician etc), or to

(c) non-commercial activity or work engaged in by prisoners under the supervision of the governor or person in charge of the prison concerned.

If an employee receives food (known as board) and/or accommodation (known as lodgings) from an employer, this may be considered in the minimum wage calculation although these board or lodging offsets are allowable up to a fixed maximum amount only.

Sub-Minimum Rates               

Prior to March 4th 2019, the legislation provided for three different categories of sub-minimum rates, which were fixed as a percentage of the national hourly rate. These rates applied to:

(a)    those under 18 years of age,

(b)    those over 18 who are in a first job (for up to two years), and

(c)    those over 18 who are undergoing a prescribed course of study or training (known as trainee rates). Maximum periods of training range from 3 months to 3 years and training must be certified.

Labour Force Survey (LFS) and questions on the NMW

The following questions on the NMW were introduced to the LFS from Q2 2016 onwards and, using the 2018 rate as indicative, they are as follows:

The National Minimum Wage is €9.55 per hour. Are your gross hourly earnings excluding bonuses, overtime and allowances:

  1.    Less than €9.55 per hour
  2.    Exactly €9.55 per hour
  3.    More than €9.55 per hour

Do you earn less than €9.55 per hour because you are on:

  1.     A special training rate
  2.     An age-related rate
  3.     A first job over 18 rate
  4.     Other reason

The LFS is not designed to be an earnings survey and therefore the NMW data in this release is based on each respondent self-reporting their income. Consequently, some caution is urged in the interpretation of this data. In addition, as the data presented in the release is collected directed from individual respondents, caution is urged in comparing these results to data collected directly from business enterprises.

A number of respondents did not report their status with regard to the NMW, these respondents are identified as ‘Not stated’ in the relevant data tables and are excluded from the denominator in calculating the share or proportion of all respondents on the NMW.

Purpose of the LFS

The Labour Force Survey (LFS) replaced the Quarterly National Household Survey (QNHS) at the beginning of Q3 2017.  The purpose of the survey is the production of quarterly labour force estimates and occasional reports on special social topics. The survey meets the requirements of Council Regulation (EC) No. 577/98, adopted in March 1998, which requires the introduction of quarterly labour force surveys in EU member states.

Reference Period

Information is collected continuously throughout the year from households surveyed each week in each quarter. Up to and including the fourth quarter of 2008 the QNHS operated on a seasonal quarter basis since its establishment in Q4 1997. The LFS is undertaken on a calendar quarter basis which was first adopted in the QNHS in the first quarter of 2009.

The reference quarters for survey results are:

Q1 - January to March, Q2 - April to June, Q3 - July to September and Q4 - October to December

Data Collection

The LFS is conducted using mixed mode data collection with the introduction of Computer Assisted Telephone Interviewing (CATI). As with the QNHS, information is collected from each sample household over 5 successive quarters or Waves. However, in the LFS, the first interview is conducted by a team of face-to-face interviewers using Computer Assisted Personal Interviewing (CAPI). The four follow-up interviews are conducted using CATI from a dedicated call centre, where householders have agreed to conduct a telephone interview, and are conducted using face-to-face interviews where householders have not agreed to conduct a telephone interview.

Sample Design

A new sample based on the 2011 Census of Population was selected for the LFS and this was introduced incrementally from Q1 2016. The sample is stratified using administrative county and the Pobal HP (Haase and Pratschke) Deprivation Index. A two-stage sample design is used. In the first stage 1,300 blocks are selected using Probability Proportional to Size (PPS) sampling. In the second stage households are selected using Simple Random Sampling (SRS). This ensures each household in the sample frame has an equal probability of selection.

To account for the additional attrition resulting from the introduction of mixed mode data collection, the LFS sample has been increased incrementally from Q3 2017. An additional 1,300 households have been included in Wave 1 for each quarter up to Q3 2018 and this has resulted in a total sample of 32,500 from Q3 2018 onwards. The actual achieved sample varies over time depending on the level of response.

Households are asked to take part in the survey for five consecutive quarters and are then replaced by other households in the same block. Thus, one fifth of the households in the survey are replaced each quarter and the LFS sample involves an overlap of 80% between consecutive quarters and 20% between the same quarter in consecutive years. It is important to note that there is no overlap in sample between the QNHS and the LFS.

The survey results are weighted to agree with population estimates broken down by age, sex and region and are also calibrated to nationality control totals. The LFS results also contain a non-response adjustment to make the results from the achieved sample representative of the target sample and the population.

New samples, both based on the 2011 Census of Population, were introduced incrementally for the QNHS in Q4 2012 and in Q3 2016. The former was stratified using administrative county and population density while the latter was stratified using administrative county and the Pobal HP (Haase and Pratschke) Deprivation Index. The quarterly sample in each case was 26,000 households. The actual achieved sample varied over time depending on the level of response.

Households with all persons aged 75 and over and classified as inactive

Households that contain only respondents who are aged 75 or over who are each classified as Inactive (Not in the Labour Force) are not re-interviewed. This is to reduce unnecessary burden and instead answers are copied forward from the last available interview.

Statistical significance

All estimates based on sample surveys are subject to error, some of which is measurable. Where an estimate is statistically significantly different from another estimate it means that we can be 95% confident that differences between those two estimates are not due to sampling error.

Usual residence and de facto population concepts

Up to and including Q1 2006 the annual population estimates were calculated using the defacto definition of population (i.e. all persons present in the state). Since Q2 2006 a new concept of usual residence has been used, i.e. all persons usually resident and present in the state plus absent persons who are usually resident in Ireland but are temporarily away from home and outside the state.

ILO Labour Force Classification

The primary classification used for the LFS results is the ILO (International Labour Office) labour force classification. Labour Force Survey data on this basis have been published since 1988. The ILO classification distinguishes the following main subgroups of the population aged 15 or over:

In Employment: Persons who worked in the week before the survey for one hour or more for payment or profit, including work on the family farm or business and all persons who had a job but were not at work because of illness, holidays etc. in the week.

Unemployed: Persons who, in the week before the survey, were without work and available for work within the next two weeks, and had taken specific steps, in the preceding four weeks, to find work. It should be noted that as per Eurostat’s operational implementation, the upper age limit for classifying a person as unemployed is 74 years.

Inactive Population (not in labour force): All other persons.

The labour force comprises of persons employed plus unemployed.

NACE Industrial Classification

The LFS sectoral employment figures are based on the EU NACE Rev. 2 (Nomenclature généraledes activités économiques dans les Communauté européenne) classification as defined in Council Regulation (EC) no 1893/2006. Fourteen NACE sub-categories are distinguished in Table 2 of this release. From Q1 2009 NACE Rev. 2 has been adopted as the primary classification of industrial sectors for use in QNHS/LFS outputs. The NACE Rev. 1.1 classification had been in use from Q4 1997 to Q4 2008.

To facilitate analysis and the running of seasonal adjustment on the time series, NACE Rev. 2 estimates have been produced from Q1 1998 onwards. As of Q2 2009 only NACE Rev. 2 estimates have been published.

Occupation Classification

Following changes to the European regulations governing the Quarterly Labour Force Survey (implemented in Ireland using the LFS) (formerly the QNHS) the CSO has been obliged to report occupational coding data to Eurostat based on the new Europe wide classification ISCO-08 from Q1 2011 onwards. To allow this requirement to be met the CSO changed to using UK SOC2010 as the primary classification used in collecting the data. ISCO-08 is then derived from UK SOC2010.

The previously used classification for publication purposes in Ireland was UK SOC1990 and this cannot be directly compared to the new UK SOC2010 classification as all occupations have been reclassified accordingly. One example which highlighted this change was the reclassifying of farmers from the major occupation grouping of ‘Managers and administrators’ in SOC1990 to the major occupation grouping of ‘Skilled trades’ in SOC2010.

Results for occupations coded to the new SOC2010 classification have now been recoded for historical quarters back to Q1 2007 to provide a longer and consistent time series for users.

NUTS2 and NUTS3 Regions

The regional classifications in this release is based on the NUTS (Nomenclature of Territorial Units) classification used by Eurostat. Until Q4 2017, the NUTS3 regions corresponded to the eight Regional Authorities established under the Local Government Act, 1991 (Regional Authorities) (Establishment) Order, 1993, which came into operation on 1 January 1994 while the NUTS2 regions, which were proposed by Government and agreed by Eurostat in 1999, were groupings of those historic NUTS3 regions.

However, the NUTS3 boundaries were amended on 21st of November 2016 under Regulation (EC) No. 2066/2016 and have come into force from Q1 2018. The LFS results have been revised according to the new groupings from Q1 2012. The changes resulting from the amendment are that County Louth has moved from the Border to the Mid-East and what was formerly South Tipperary has moved from the South-East to the Mid-West, resulting in the new NUTS2 and NUTS3 regions:

Non-response adjustment    

Non-response occurs when households that are sampled, and that are eligible for the survey, do not provide the requested information. This can lead to biased survey estimates if specific groups within the population are over- or under-represented and if these groups behave differently with respect to the survey variables (i.e. labour market outcomes). To correct for this, the CSO has introduced a non-response adjustment into the weighting procedure for the LFS.

The adjustment involves estimating response rates or propensities to respond as functions of characteristics available for responding and non-responding households, as well as characteristics of the areas where the households are located. Basically, the design weights have to be inflated by the inverse of the response propensities in order to compensate for the loss of units in the sample.

Linking the LFS sample with the Census of Population at household level provides a set of auxiliary variables which are available for both responding and non-responding LFS households. These include a mix of personal characteristics as well as characteristics of the dwelling and location (e.g. gender, age, marital status, education, personal employment status, dwelling type, area etc.). This allows the CSO to compare responding and non-responding households with respect to the characteristics available from the Census. This auxiliary information allows the use of “response propensities” to model non-response and adjust the grossing factors to compensate for non-response.

The response propensities are calculated using a logistic regression model where the dependent variable (Y) is an indicator variable corresponding to response (if the household responded then Y=1 and if the household did not respond then Y=0) and the independent variables are the set of auxiliary variables available from the Census. The estimated response propensities are then used to form adjustment cells or strata which are made up of respondents and non-respondents with similar estimated response propensities. Respondents within each cell/stratum are then weighted by the inverse of the observed response rate in that cell. This non-response adjusted weight is then used to inflate the original survey design weight to account for non-response. This approach is referred to as response propensity classification.

Back-casting methodology  

The introduction of the LFS in Q3 2017 constituted a break in series for the labour market estimates published by the CSO. To mitigate the effect of the introduction of the LFS on the coherence of the historic data series, a back-casting exercise was carried out to link the QNHS and the LFS. The result of this is that the published QNHS series from Q1 1998 to Q2 2017 has been revised.

As part of the roll-out of the LFS, a parallel run of the two surveys was carried out. This allowed the estimation of the effect of the introduction of the new survey on the various labour market estimates. Quarter 1 of 2017 was used as the reference period to calculate scaling factors which were used to link the results from the two surveys. Labour market estimates were calculated from both surveys for a range of cohorts (age, sex, ILO status etc.) and the ratio of the two estimates provided a scaling factor which was applied to the historic QNHS series to create a back-cast series. 

In Q3 2017, separate scaling factors were calculated for ILO status by age and sex together with the fifteen economic sector categories (table 2 of this release) by sex:

  • ILO status (Employed, Unemployed, Inactive) by sex (Male and Female) and by age (15-24 years and 25+ years)
  • NACE Rev. 2 groups (table 2 of this release) by sex (Male and Female)

In Q1 2018, additional scaling factors were calculated for the eight NUTS3 regions by Labour Force ILO status, occupation categories (table 4 of this release) and highest level of education completed (supplementary table 8 of this release) by sex:

  • NUTS3 Regions (pre-Q1 2018 groupings) by Labour Force ILO status (Employed and Unemployed)
  • Occupation groups (table 4 of this release)
  • Highest level of education completed supplementary table 8 of this release) by sex (Male and Female)

Therefore, adjustments have been made to this historic data to enable comparability with the new LFS for these indicators. However, because of changes to the questionnaire, the interview mode, the introduction of a new sample, data processing changes and other methodological enhancements there are changes in the levels of some series from Q3 2017 onwards. Consequently, the series before and after the introduction of the new survey may not be directly comparable and users should therefore note this when examining annual and quarterly changes.

Reliability of Estimates Presented

Estimates for number of persons where there are less than 30 persons in a cell are too small to be considered reliable. These estimates are presented with an asterisk (*) in the relevant tables.

Where there are 30-49 persons in a cell, estimates are considered to have a wider margin of error and should be treated with caution. These cells are presented with parentheses [ ].

Implications of Census 2016 Final Results

The LFS results are weighted using population estimates which are updated every quarter. Every 5 years the Census of Population results are used to revise these population estimates, and LFS results are revised therefore.

The population concept of usual residence is used for the LFS, i.e. all persons usually resident and present in the State plus absent persons who are usually resident in Ireland but are temporarily away from home and outside the State.

The final Census count was published on April 6, 2017. The total for this usually resident population concept which was enumerated on Census Night, April 24th, 2016, was 4,739,597 persons, while the existing estimate for the usually resident population for April 2016 is 4,673,700 as detailed in the 2016 Population and Migration Estimates release. There is a difference, therefore, of just over 65,900 or 1.4% between the two figures.

The CSO has revised the population estimates for 2011 to 2016 based on this final Census count. Estimates of persons employed and unemployed have been revised in line with the higher population totals.
