This chapter contains information of the effect COVID-19 has had on Retail Sales, Credit and Debit Card spending and transactions, and Business in Ireland.

Despite difficult circumstances, many retailers and businesses have continued to supply us with information and we wish to thank all survey respondents for their ongoing support.

The COVID-19 pandemic had a dramatic effect on retail sales in Ireland. From February 2020 to July 2020 the seasonally adjusted highest monthly decrease in the volume of sales (-35.8% in April 2020) and the highest monthly increase (+38.5% June 2020) were recorded. By July 2020, the month on month increases were less dramatic with a 1.6% increase on June while the annual change was + 6.4%.

When Motor Trades are excluded the seasonally adjusted volume of retail sales increased by 2.8% in July 2020 over the previous month and increased by 5.9% annually when compared with July 2019.  The lowest month on month change was -23.8% in April 2020 and the highest change recorded for this sector was +20.9% in June 2020.

As a response to COVID-19, the Central Bank of Ireland began collecting and publishing daily Credit & Debit Card Statistics, supplementing their existing monthly data. This high-frequency transactions data is an early indicator for household consumption and economic activity.

The data cover spending and transactions on all euro-denominated credit and debit cards issued to Irish consumers and businesses. This includes all point of sale transactions covering both online and in person transactions (pin and contactless), and ATM withdrawals. 

During the first week of March (pre-COVID-19 restrictions), €1,488 million was spent on debit and credit cards (including ATM withdrawals), and by 16 April this had dropped 41.2% to €875 million. By the week ending 31 August, new spending on debit and credit cards had increased significantly to €1,540 million, a rise of 76.1% from 16 April. (See Figure 32.2)

The number of transactions on debit and credit cards fell 36.2% from 28.38 million to 18.12 million between the first week in March and the week ending 16 April. However, the numbers recovered to 30.02 million by the week ending 31 August, a rise of 65.7% compared with 16 April.

ATM withdrawals indicate the use of cash to pay for goods and services. During the first week of March, €368 million was withdrawn at ATMs and this dropped 60.0% to €147 million by 16 April but recovered in part to €283 million by 31 August. (See Figure 32.3)

The number of ATM transactions fell by 65.9% from 2.67 million during the first week of March to 0.91 million by 16 April but rose to 1.83 million by 31 August.

However, even with this partial recovery in ATM transactions, the numbers on 31 August remain significantly lower compared with the first week in March, with falls of 23.2% in the amount of cash withdrawn and 31.5% in the number of transactions.

The Business Impact of COVID-19 Survey (BICS) was created to measure and report quickly on the impact of COVID-19 on business in Ireland. A total of 3,000 enterprises were surveyed online through five waves covering the period 16 March to 26 July 2020.

The unweighted results of the survey report that of the responding enterprises, more than three-quarters (76.0%) reported trading in some capacity on 19 April and 3 May 2020 while 23.9% had ceased trading either temporarily or permanently.

As society and the economy began to reopen more enterprises reported trading with 89.4% on 31 May and 92.1% on 28 June 2020.

The fifth wave of the survey reported that on 26 July 2020, 96.1% of enterprises were trading in some capacity while 3.0% had ceased trading temporarily and 0.9% had permanently ceased.

32.2 Enterprise turnover relative to normal turnover expectations, 20 Apr to 26 Jul, 2020

During the second wave of the survey from 20 April to 3 May, 70.4% of enterprises reported lower than normal turnover. This decreased to 54.1% reporting lower turnover by the fifth wave 29 June to 26 July.

Almost a third of enterprises (32.9%) had 75 to 100% lower than normal turnover during the period 20 April to 3 May 2020. This decreased to 9.9% of enterprises during the period 29 June to 26 July 2020.

Enterprises who have close to normal turnover has increased from 20.7% between 20 April and 3 May to 34.2% during the four-week period 29 June to 26 July.

32.3 Confidence in financial resource to continuing operating during the COVID-19 crisis, 16 Mar to 26 Jul, 2020

Almost three-quarters of enterprises (73.3%) reported in the first wave of the survey (16 March to 19 April) that they were confident they had the financial resources to continue operating during the COVID-19 crisis while 5.9% were not confident in their financial resources and 20.8% did not know.

During the third wave of the survey from 4 May to 31 May, 90.2% of responding enterprises were confident in their financial resources while 1.7% were not confident.

The fifth wave (29 June to 26 July) reported that 92.6% of respondents were confident in their financial resources while 1.8% were not confident and 5.7% did not know.

32.4 Availing of COVID-19 government supports by size class, 16 Mar to 26 Jul, 2020

Nearly half (48.4%) of responding enterprises availed of Government support schemes during the period 16 March to 19 April 2020.

During the period 1 June to 28 June, 59.4% of respondents reported that they availed of Government support. This was higher for SMEs (62.5%) compared to large enterprises (45.6%).

Almost half (49.9%) of responding enterprises availed of Government supports during the four-week period 29 June to 26 July 2020. A larger proportion of SMEs (53.1%) availed of Government support schemes compared to 36.0% of large enterprises.
