The Consumer Price Index (CPI) is designed to measure the change in the average level of prices of goods and services bought for the purpose of consumption by all private and institutional households in Ireland and by foreign tourists while on holiday within Ireland.
Table 18.1 shows the annual average indices (Base: Dec 2016=100) for the period 2007 to 2016.
Over the period 2007 to 2016, the All Items CPI increased by 3.1%. The most notable changes were increases in Education (+55.2%), Miscellaneous Goods & Services (+38.8%), Alcoholic Beverages & Tobacco (+24.9%), Health (+16.7%) and Restaurants & Hotels (+8.1%). There were decreases in Clothing & Footwear (-34.3%) and Furnishings, Household Equipment & Routine Household Maintenance (-22.8%).
The cost of Services increased by 15.1% in the period 2007 to 2016 while the corresponding rate for Goods decreased by 10.5%.

The EU Harmonised Index of Consumer Prices (EU-HICP) is calculated in each member state of the European Union to allow the comparison of consumer price trends in the different member states.
Table 18.2 shows the annual average percentage changes (Base: Year 2015=100) for the EU, the Euro area and the individual members states for the period 2007 to 2016.
In 2016, the HICP in the Euro Area and the EU showed an increase of +0.2% and 0.3% respectively when compared with 2015. The highest rate of inflation in the EU was in Belgium, at +1.8%. Bulgaria had the lowest rate of inflation in the EU in 2016 at -1.3%. In Ireland in 2016, the HICP showed a decrease of 0.2%.

Table 18.3 shows the index numbers for the Industrial Producer Price Indices and the major sectors of the manufacturing industry for the period 2010 to 2016. Over this period, increases were recorded in all but two of the published sectors over this period. The most notable increases were in Computer, electronic and optical products (+27.8%) and Fish and fish products (+27.8%). The most notable decrease was in Motor vehicles, trailers and semi-trailers (-5.5%). Between 2010 and 2016, the index for Total manufacturing industries increased by 5.4%, while the index for Total transportable goods industries increased by 5.5%.

The most notable increases here were in Sand and gravel (+63.6%), Bituminous macadam and asphalt (+56.4%) and Hardwood (+43.8%). The most notable decreases were in Bituminous emulsions (-10.7%), Precast concrete (-5.5%) and Other structural steel (-4.9%). Between 2010 and 2016, the index for All materials increased by 10.4%.

The Residential Property Price Index (RPPI) measures the change in the level of prices paid for residential properties sold in Ireland. The index is mix-adjusted to allow for the fact that different types of property are sold in different periods. The index comprises various sub-indices, covering properties in Dublin and outside the capital, houses and apartments.
Table 18.5 shows the index results (Base: January 2005 = 100) for the RPPI and its sub-indices from 2005 to 2016. The overall National index peaked in 2007 and fell to its lowest level in 2012, declining by 53.3% over this period. The index showed its greatest annual increase between 2013 and 2014 (+16.6%) and its greatest annual decrease between 2008 and 2009 (-19.1%). However, from the historic low in 2012 to 2016 the National index rose by 41.2%.
Dublin residential property prices fell faster than property prices outside the capital, declining 57.7% from 2007 to 2012. However, they also recovered faster, increasing 57.5% from 2012 to 2016. In contrast, residential property prices outside the capital declined by 48.2% between 2007 and 2012. They fell a further 6.9% in 2013, but recovered 34.1% of their value between the low point in 2013 and 2016.

The total number of residential property transactions recorded by the Revenue Commissioners in 2016 was 40,150. The combined value of these transactions was €9,933.7 million. The median value of dwellings sold nationally in 2016 was €196,000.
In 2016 the Eircode area with the highest median price for household dwelling purchases was A94 'Blackrock' (€570,000). The ten most expensive Eircode areas by median price in 2016 were in Dublin. The Eircode area with the next highest median price were A96 ‘Glenageary’ where the median price was €533,750. The third most expensive was D06 ‘Dublin 6’, which had a median price of €505,000.
The least expensive Eircode area within Dublin by median price was D10 'Dublin 10', with a median of €160,000.
Outside Dublin the most expensive Eircode area in 2016 was A86 'Dunboyne', with a median price of €342,000. The second most expensive Eircode area was A63 'Greystones', where the median price was €335,000. The third most expensive was A98 'Bray', which had a median price of €321,000.
The least expensive Eircode area in 2016 was H23 'Clones', with a median price of €50,000. The second least expensive Eircode area were F45 'Castlerea' were the median price was €60,000 and the third least expensive was F35 'Ballyhaunis', which had a median price of €60,750.
