Consumer prices rose by 4.1% over the 12 months to January 2024

Key Findings

  • The Consumer Price Index (CPI) rose by 4.1% between January 2023 and January 2024, down from an annual increase of 4.6% in the 12 months to December 2023.

  • This is only the third time since September 2021 that the annual growth in the CPI has been below 5% while also being the third consecutive month where the inflation rate was lower than 5%.

  • Excluding energy and unprocessed food, the CPI rose by 5.3% in the 12 months to January 2024.

  • The divisions with the largest increases in the 12 months to January 2024 were Recreation & Culture (+9.3%) and Restaurants & Hotels (+7.2%).

  • The only division to record a decline when compared to January 2023 was Clothing & Footwear (-1.3%).

  • Consumer prices fell by 1.3% in the month between December 2023 and January 2024.

  • The divisions with the largest decreases in the month were Clothing & Footwear (-10.1%) and Transport (-4.1%).

  • Alcoholic Beverages & Tobacco (+2.4%) was the only division that rose when compared with December 2023.

Statistician's Comment

The Central Statistics Office (CSO) has today (15 February 2024) published the Consumer Price Index (CPI) January 2024.

Commenting on annual changes shown in the release, Anthony Dawson, Statistician in the Prices Division, said: “Today's publication of the Consumer Price Index (CPI) shows that prices for consumer goods and services in January 2024 rose by 4.1% on average when compared with January 2023. This is only the third time since September 2021 that the annual growth in the CPI was below 5%, while also being the third consecutive month where the inflation rate was lower than 5%.

It is worth noting that today’s release uses the new baseline period of December 2023=100, as will all CPI releases until the next rebase. The items in the national basket of goods and services have also been updated as have the weights applied to each item. Further information about these changes is available in the Methodology Section of this release, as well as an accompanying Press Release. An FAQ document is also available.

Annual Changes 

The most significant growth in the 12 months to January 2024 were seen in Recreation & Culture (+9.3%) and Restaurants & Hotels (+7.2%). The annual change in Recreation & Culture costs reflects a rise in prices for package holidays (+41.8%). Clothing & Footwear was the only division to show a decrease (-1.3%) when compared with January 2023.

Monthly Changes

Consumer prices in January 2024 fell by 1.3% in the month. During January 2023, prices were down by 0.8% in the month. In January 2024, the most significant monthly price changes were decreases in Clothing & Footwear (-10.1%) and Transport (-4.1%). Clothing & Footwear fell due to sales.

Alcoholic Beverages & Tobacco (+2.4%) was the only division to show an increase when compared with December 2023.

It should be noted that these figures relate to the CPI. The flash estimate published on 31 January 2024 related to the EU Harmonised Index of Consumer Prices (HICP). (See Background Notes for differences between CPI and HICP)."

National Average Prices

The National Average Prices for selected goods and services for January are also published today. The National Average Prices are compiled together with the CPI. Commenting on the National Average Prices, Anthony Dawson said: “There were price increases in January 2024 for a 2.5kg Bag of Potatoes (+38c) and Spaghetti per 500g (+12c), while there were decreases in the price of two litres of full fat milk (-8c) and a pound of butter (-7c) when compared with January 2023.” The comprehensive list of items included in the National Average Prices and their monthly prices are available at: https://data.cso.ie/table/CPM12.

Headline Table and Graph

Figure 1 shows the development of the CPI and HICP over recent months. It also shows the recent divergence of the CPI and HICP. This divergence is primarily due to the fact that the CPI includes mortgage interest whereas the HICP does not include mortgage interest.

Annual and Monthly Price Changes

Prices on average, as measured by the CPI, were 4.1% higher in January 2024 compared with January 2023.

The most notable changes in the year were increases in Recreation & Culture (+9.3%), Restaurants & Hotels (+7.2%), Alcoholic Beverages & Tobacco (+4.7%) and Food & Non-Alcoholic Beverages (+4.6%). There was a decrease in Clothing & Footwear (-1.3%).

Consumer Prices in January, as measured by the CPI, decreased by 1.3% in the month. During January of last year, prices fell by 0.8% in the month. The most significant monthly price changes were decreases in Clothing & Footwear (-10.1%), Transport (-4.1%) and Recreation & Culture (-2.6%). The only division to show an increase was Alcoholic Beverages & Tobacco (+2.4%).

Contributions to the Overall CPI

Annual Change

Table 3 shows the contribution of each 2-digit COICOP1 division to the overall change in the CPI. A detailed breakdown of the individual components of each of the 12 COICOP divisions is presented in Tables 4 to 15.

The divisions which caused the largest upward percentage point (pp) contributions to the CPI in the year were Restaurants & Hotels (+1.12 pp), Housing, Water, Electricity, Gas & Other Fuels (+0.80 pp), Recreation & Culture (+0.65 pp) and Food & Non-Alcoholic Beverages (+0.49 pp).

The only division to cause a downward contribution to the CPI in the year was Clothing & Footwear (-0.12 pp).

The main factors contributing to the annual change were as follows:

  • Restaurants & Hotels rose mainly due to higher prices for alcoholic drinks and food consumed in licensed premises, restaurants, cafes etc. and an increase in the cost of hotel accommodation.
  • Housing, Water, Electricity, Gas & Other Fuels increased primarily due to a rise in the cost of mortgage interest repayments, rents and services for the maintenance & repair of the dwelling. This increase was partially offset by a reduction in prices for electricity, gas, liquid fuels (home heating oil) and coal.
  • Recreation & Culture rose mainly due to higher prices for package holidays, participation in recreational & sporting services, cultural services and products for pets. This increase was partially offset by a reduction in costs associated with educational textbooks.  
  • Food & Non-Alcoholic Beverages increased due to higher prices across a range of products such as vegetables, sugar, jam, honey, chocolate & confectionery, bread & cereals, meat and mineral waters, soft drinks, fruit & vegetable juices.
  • Clothing & Footwear decreased mainly due to sales.

Monthly Change

The divisions which caused the largest downward percentage point contributions to the CPI in the month were Clothing & Footwear (-0.55 pp) and Transport (-0.50 pp). The only division to cause an upward percentage point contribution to the CPI in the month was Alcoholic Beverages & Tobacco (+0.11 pp).

The main factors contributing to the monthly change were as follows:

  • Clothing & Footwear decreased due to sales.
  • Transport fell mainly due to lower prices for airfares, petrol and diesel. This decrease was partially offset by higher toll and parking charges.
  • Alcoholic Beverages & Tobacco rose due to higher prices for alcoholic beverages sold in supermarkets and off licences.

CPI sub-indices

Tables 4 to 15 detail all COICOP1 sub-indices of the CPI.

Table 2 and table 17 detail selected consumer price index sub-indices. The sub index for Services rose by 6.1% in the year to January, while Goods increased by 1.5%. Services, excluding mortgage interest repayments, increased by 4.4% in the year since January 2023.

The CPI excluding tobacco decreased by 1.3% in the month of January and rose by 4.0% in the year. The CPI excluding mortgage interest fell by 1.3% in the month and increased by 3.1% in the year.

Harmonised Index of Consumer Prices

Prices on average, as measured by the EU Harmonised Index of Consumer Prices (HICP), increased by 2.7% compared with January 2023.

Table 19 details the COICOP sub-indices for the HICP. The most notable changes in the year were increases in Recreation & Culture (+9.5%), Restaurants & Hotels (+7.2%), Alcoholic Beverages & Tobacco (+4.7%) and Food & Non-Alcoholic Beverages (+4.6%). There were decreases in Housing, Water, Electricity, Gas & Other Fuels (-1.9%), Clothing & Footwear (-1.3%) and Health (-0.4%).

The HICP decreased by 1.4% in the month. This compares to a decrease of 1.0% recorded in January of last year.

The most significant monthly price changes were decreases in Clothing & Footwear (-10.1%), Transport (-4.5%), Recreation & Culture (-2.6%) and Furnishings, Household Equipment & Routine Household Maintenance (-1.1%). The only division that showed an increase was Alcoholic Beverages & Tobacco (+2.3%).

National Average Price

National Average Prices for selected goods and services for January 2024 are detailed in Table 20.

Looking at the National Average Prices of some staple items:

  • The national average price for bread (large (800g) white sliced pan) was down 3 cents in the year to January 2024, while the same size brown sliced pan reduced by 1 cent in the year.
  • Spaghetti per 500g increased by 12 cents in the year while the average price for 2.5kg of potatoes was up 38 cents.
  • Full fat milk per 2 litres decreased by 8 cents in the year while butter per lb fell by 7 cents and there was no change in the price of Irish cheddar per kg in the year.
  • The national average price of a take-home 50cl can of lager at €2.34 was up 15 cents on average from January 2023 while a take-home 50cl can of cider at €2.61 was up 11 cents.
  • In January 2024, the national average price of a pint of stout in licensed premises was €5.62, up 41 cents in the year, while a pint of lager was €6.06, up 31 cents compared with January 2023.
