Impact of COVID-19

Monthly Volume of Retail Sales decreased by 37.3% in April 2020

This chapter contains information of the effect COVID-19 has had on Retail Sales, Credit and Debit Card spending and transactions, and on businesses in Ireland.

Retail Sales

  • The COVID-19 pandemic and the restrictions imposed had a dramatic effect on the Retail Sector in Ireland. The year 2020 saw the highest seasonally adjusted monthly decrease in the volume of retail sales in April (-37.3%) related to the first lockdown, followed by a sharp recovery in May 2020 (+29.8%) and June 2020 (+36.6%) as the country re-opened
  • The impact of COVID-19 restrictions on the Retail Sector in November 2020 (-12.0%) was not as severe as the first lockdown
  • The percentage of online sales in Irish registered enterprises remained stable prior to the pandemic and ranged from 2.8% in 2018 to 4.1% in 2019. The collection of this information began at the end of 2018. In April 2020 the percentage of online sales transactions increased significantly to 15.3%. While the overall volume of retail sales fell in April, the closure of non-essential shops and outlets saw many consumers move online to purchase goods. As traditional shopping re-opened in June, the proportion of transactions online fell back to 6.7%. It has since remained in single digits, apart from those months where restrictions were re-imposed on the Retail Sector

Credit Card and Debit Card Statistics

As a response to COVID-19, the Central Bank of Ireland began collecting and publishing daily Credit & Debit Card Statistics, supplementing its existing monthly data. This high-frequency transactions data gave an early indicator for household consumption and economic activity.

The data covers spending and transactions on all euro-denominated credit and debit cards issued to Irish consumers and businesses. This includes all point-of-sale transactions covering both online and in person transactions (pin and contactless) and Automated Teller Machine (ATM) withdrawals.

New Spending Volumes and Transaction Numbers

  • On 07 March 2020 (pre-COVID-19 restrictions), €1,487 million was spent on debit and credit cards (including ATM withdrawals), but by 16 April this had dropped by 41.2% to €875 million
  • By the week ending 31 August 2020, new spending on debit and credit cards had increased significantly to €1,543 million, a rise of 76.4% from 16 April and slightly higher than the first week of March (pre-COVID-19)
  • New spending dropped by 16.1% between 21 and 28 of October 2020 as restrictions were re-introduced
  • The number of actual transactions on debit and credit cards fell by 36.2% from 28.4 million to 18.1 million between the first week in March and the week ending 16 April. However, the number of transactions recovered to 30.1 million by the week ending 31 August, a rise of 66.0% compared with 16 April
  • Transactions fell again by 15.6% between 21 and 28 October from 30.0 million to 25.3 million

ATM Volumes and Transaction Numbers

  • ATM withdrawals indicate the use of cash to pay for goods and services. During the first week of March 2020, €368.2 million was withdrawn at ATMs and this dropped by 60.0% to €147.5 million by early April, reflecting both lower expenditure and the greater use of contactless.
  • The number of ATM transactions fell by 65.9% from 2.7 million during the first week of March to 0.9 million by 16 April but had recovered to 1.8 million by 31 August
  • However, even with this partial recovery in ATM transactions, the numbers on 31 August remain significantly lower compared with the first week in March, with a decrease of 23.2% in the amount of cash withdrawn and a reduction of 31.5% in the number of transactions

Business Impact of COVID-19 Survey

The Business Impact of COVID-19 Survey (BICS) was created to measure and report quickly on the impact of COVID-19 on business in Ireland. A total of 3,000 enterprises were surveyed online through six waves covering the period 16 March to 23 August 2020.

Enterprise Trading Status

  • The unweighted results of the survey showed that of those enterprises who responded, more than three-quarters (76.0%) reported they were trading in some capacity on 19 April and 03 May 2020, while 23.9% had either temporarily or permanently ceased trading
  • As society and the economy began to re-open, more enterprises (89.4%) reported they were trading on 31 May 2020, while 10.6% had still either temporarily or permanently ceased trading
  • The sixth wave of the survey reported that on 23 August 2020, 96.3% of enterprises were trading in some capacity, 2.5% had ceased trading temporarily, and 1.2% had permanently ceased

Enterprise Turnover Relative to Normal Expectation of Turnover

  • During the second wave of the survey from 20 April to 03 May 2020, 70.4% of enterprises reported lower than normal turnover. In the period 27 July to 23 August, just over half (50.5%) of enterprises had a lower than normal turnover
  • Almost a third (32.9%) of enterprises had 75% to 100% less than normal turnover during the period 20 April to 03 May 2020. This decreased to just one in ten (10.1%) enterprises during the period 27 July to 23 August 2020
  • One in five (20.7%) enterprises reported they had close to normal turnover in the period between 20 April and 03 May. In the four-week period between 27 July to 23 August 2020, the number of enterprises with close to normal turnover rose to 40.0%, or two in five enterprises

State Supports

  • The percentage of enterprises with personnel availing of COVID-19 income support peaked at 57.3% in April 2020. Three in ten (30.5%) enterprises had personnel in receipt of state income support in September 2020, the lowest figure in the year. This increased to 36.7% of enterprises in December as certain restrictions were re-introduced
  • In April 2020, 43.6% of enterprises had personnel availing of the Pandemic Unemployment Payment (PUP) only. During the same period, 8.7% of enterprises had personnel availing of either PUP or the Temporary Wage Subsidy Scheme (TWSS), while 5.0% of enterprises availed of the TWSS only
