Survey purpose and legal basis

The purpose of the “National Survey of Transport of Goods by Road” form is to record activity of goods vehicles which are within the scope of the survey. They may be engaged in the carriage of goods, either on own account or for hire or reward. The survey is part of an EU wide programme.

The Road Freight Transport Survey results are the official source of data on the road freight transport sector on public roads. They provide detailed information on the road freight transport sector by monitoring the scale and development of transport activity of Irish registered goods vehicles and supply detailed information on the volume and type of goods being carried within and outside of Ireland.

The “National Survey of Transport of Goods by Road” is conducted under the Statistics (Road Freight) Order 2016 (S.I. No. 146 of 2016). It is published under the cover of the ‘Road Freight Transport Survey’. The survey is also conducted as part of an EU-wide undertaking in accordance with Council Regulation (EC) 70/2012 on statistical returns in respect of the carriage of goods by road.

Who uses the results?

The results from the Road Freight Transport Survey are published on a quarterly and annual basis on the CSO website.

The principal annual outputs are the weight of goods carried (given in tonnes) and the quantity of work done (given in tonne-kilometres). The number of vehicles in the population, the length of journeys, the type of goods carried and the main type of work carried out are also produced.

The results from the survey are of major relevance for the freight industry as an indicator of how both the sector and the economy in general are performing. They are also of relevance to Government Departments and Agencies, supporting the implementation and monitoring of policies and recommendations, relating to the freight transport.
