European Statistical Code of Practice (ES CoP)
ES CoP states that an adequate revisions policy should comply with the following principles:
Principle 6.3: Errors discovered in published statistics are corrected at the earliest possible date and publicised.
Principle 6.6: Advance notice is given on major revisions or changes in methodologies.
Principle 8.5: Revisions follow standard, well-established and transparent procedures.
Principle 12.3: Revisions are regularly analysed in order to improve source data, statistical processes and outputs.
European Statistical System (ESS) Guidelines on Revisions Policies
The European Statistical System is a partnership between Eurostat and the relevant statistical institutes in the member states, in this case the CSO. The objective of the ESS is to ensure that European statistics are comparable, reliable, relevant and useful.
The ESS Guidelines on Revisions Policies for Principal European Economic Indicators (PEEIs) build on the ES CoP recommendations and encourage a move to better practices. The guidelines encourage transparency in revisions practices and the documentation of general and domain specific revisions policies. The guidelines contain detailed definitions, descriptions and other information on the development of a general revisions policy and its content.
Domain specific guidelines on revisions
Separate guidelines on revision practices exist for a number of statistical domains (e.g. the harmonised European revisions policy dealing with the practical guidelines for revising the European System of Accounts (ESA) 2010 data). It should be noted that the CSO General Revisions Policy has been drafted taking account of the general principles contained in these domain specific guidelines (e.g. classification of revisions, documentation and communication of revisions and analysis of revisions). Both the CSO General Revisions Policy and any domain specific guidelines on revision practices should be consulted when managing, analysing and communicating revisions.
