1. Introduction

This Social Module is a repeat of the module asked in q4 1998 and q4 2003, which covered the range of topics on Crime and Victimisation listed below. The 1998 questionnaire was developed with the help of an advisory group of representatives from various Government departments, for example the Department of Justice, Garda Siochána, Economic and Social Research Institute, National Council for the Elderly, National Women's Council, Health Boards and other researchers.

There are 2 main sections: household and individual questions.

Objective

The objective of this module on Crime and Victimisation is to gather some information on crime in Ireland. All incidents recorded should relate ONLY to the past 12 months. Due to the constraints on the size of the questionnaire this module cannot cover all crimes. Crimes such as, attempted thefts of vehicles or attempted burglaries, are not covered.

This module does not cover attacks of a sexual nature nor domestic violence due to the sensitivity of these crimes.

Domestic violence would be incidents of violence between spouses, cohabiting partners and within families.

Violent attacks that are breaking a barring order are classified as domestic violence.

In order to clarify what incidents should be recorded, some definitions are outlined below:

Burglary: Breaking and entering by a person into a premises (either a house/flat or an outbuilding).

Thefts from gardens are not included nor thefts by a person who has the permission/right to be in the

premises (as this would be classified as larceny).

Vandalism: Damage done to any type of property or vehicle belonging to any member of the household,

for example graffiti on house/shed/garden walls, scraping of vehicles with nails.

2. General Information

Respondents

The household questions, should be answered by the person the Interviewer considers to be the most suitable,

i.e. a responsible adult who would know the most information about the household and it's members.

The topics covered range from security of premises to questions on vandalism. Thus the person answering would be able to answer the questions for all the people in the household.

The following are the household Crime and Victimisation questions. Do you wish to continue?

If there is no person above the age of 18 in the household then the Crime and Victimisation module will not be asked. Thus the question should be answered SKIP. This is the only instance where the SKIP option should be used.

The individual questions, which cover personal incidents, should be asked to all persons aged 18 years and over who are participating directly in the survey. Note this differs from the q4 1998 questionnaire, when the individual questions were also asked in proxy interviews. The reasons for this change include minimising interviewer and respondent burden.

Questions

More detail on each question is outlined below. The aim of this module is to gather information on crime in Ireland.

Thus all answers should relate to events occurring only in Ireland. Incidents occurring abroad, for example while on holidays, are not covered by this survey.

Examples of answers are given for some questions. However these should not be given straight away as they may influence firstly, the respondents' train of thought and secondly, their actual answer. If the respondent is having difficulty understanding the question then an example may be given as an aid.

Due to the nature of various crimes a number of incidents may over-lap between different questions. A few examples are given below which outline possibilities of duplication of incidents. Caution should be exercised. The main rule is to ensure that there is NO DUPLICATION of incidents in various sections of the questionnaire and also between the household and individual questions.

Example 1:
If an individual was in the house at the time of a burglary, then this information should be recorded as a burglary and the relevant questions answered (in the household questionnaire). It should NOT also be recorded as theft from the individual, with or without violence. Incidents such as muggings or attempted muggings, pick pocketing, theft of a handbag or jacket would be covered under the two sections of questions on thefts from an individual (in the individual questionnaire).

Example 11:
If a house has been burgled and in the process been vandalised, then this incident would be recorded as a burglary. Therefore it should NOT be duplicated in the vandalism section.

Example 111:
Similar clarification should be sought between thefts of vehicles, thefts from vehicles and vandalism to vehicles. If, for example, a vehicle was stolen and then found burnt out/vandalised then this would be classified as a theft of vehicle. This incident should NOT be recorded in both sections of questions on theft of a vehicle and vandalism. As the theft of the vehicle was the initial incident then it should be recorded as such.

Example 1V:
If a stolen car was recovered, it is possible that goods/property that were in the car were stolen, this incident should be recorded under theft of a vehicle. It should NOT be recorded under both theft of a vehicle and theft from a vehicle.

A number of different crimes may occur in the same incident(s) (in the 12 months). For example, a bicycle may be stolen as part of a burglary, or a person may be assaulted during a burglary of their house/flat. For these cases all the incidents would be classified as burglaries, thus there should be NO recorded in the theft of bicycle or assault questions. Therefore certain crimes should not be recorded as those crimes if they occurred as part of another crime. Another example is if a house was burgled 3 times, a bicycle was stolen on the first occasion , then this theft of the bicycle should NOT be recorded in this survey as it was part of a burglary (even though the details of the first burglary are not recorded here, only the details of the last incident). Explanations and reminder notes are given after each of the relevant questions.

These are just a few examples of where there is a risk of recording the same incident twice. The main rule of thumb is to avoid duplication of incidents within each questionnaire and also between the two questionnaires. Also do not record incidents which occurred as part of another crime.
