Products on the CSO Work Programme were divided into the following six main themes with twenty three associated sub-themes. Also included are the main Corporate publications produced during the year:

 

 

People and Society

Contained within this theme are statistical products all about people and the society in which we live. This theme is further divided into eight sub-themes and covers Population and Migration; Births, Deaths and Marriages; Crime and Justice; Social Conditions; Health; Information Society; Education; Housing and Households.

 

Population and Migration

Seven of the nine statistical products scheduled to be produced in 2018 were published. 

 

Highlight:

Product - Census 2016 Non-Irish Nationalities Living in Ireland

CSO published the Census 2016 - Non-Irish Nationalities Living in Irelandreport on 18th September. One of the many benefits of census data is the information it gives us on the individual groups that make up Irelands population.  This report details the Top Ten largest non-Irish national populations living in Ireland and looks at the characteristics of each covering topics such as where they live, age profile, education, language ability, housing, general health, work and occupations

 

Products not produced:

The Census Names Release was not produced due to technical reasons.

Life in Ireland publication was not produced and there are no plans to publish this product.

 

Other Highlights:

Census Pilot: The main focus of the division in 2018 was on the Census Pilot.  This involved an extensive programme of testing new innovations for Census 2021 including new questionnaire content, the electronic Enumerator Record Book and an improved address register.

 

Population Estimates Compiled from Administrative Data Only (PECADO): Outputs from research into a different methodology to that currently used in the production of official population estimates launched at the 7th Administrative Data Seminar on the 4th December 2018. This research is part of a larger CSO and NSB strategic goal to be able to compile, at a lower cost to the taxpayer, detailed ‘census like’ population statistics from administrative data on an annual basis, at detailed geographic level. This will be a requirement of the European Statistical System from 2024 onwards.

Crime and Justice

Garda Annual Recorded Crime Statistics - delayed to 2019 due to upgrade of An Garda Síochána PULSE information system which will enable better data

Prison Recidivism & Probation Recidivism – were both delayed to 2019 due to a reassignment of priorities within Crime section.

 

Social Conditions

HSE Funded Pharmacy Claims 2013 - 2016

A release on the expenditure on Health Service Executive (HSE) refunded pharmacy claims under the General Medical Scheme (GMS). 

 

Highlight:

Product - The Well being on the Nation 2017

Published in January this new publication attempts to address the question how do people feel about their lives as a whole. With over 30 indicators across eight areas of society, the key findings of the publication include:

  • The number of healthy life years one can expect to experience has increased from 66.9 in 2014 to 67.3 in 2015
  • Participation in sport among those aged 15 years and older has fallen from 47.2% in 2013 to 45% in 2015
  • Average household debt has fallen from €93,900 in 2014 to €87,900 in 2015

Highlight:

Product – New Dwelling Completions (Quarterly)

In June 2018 CSO introduced a new quarterly series on the number of new dwellings built in Ireland since 2011. This quarterly report was compiled using an innovative approach to linking the best available housing related datasets together, resulting in the most accurate analysis available to date. New dwelling completion data is presented by type of dwelling, county, and urban-rural divide.

Taking the quarter 3 report published in November it shows that Dublin and Mid-East make up 61% of all new dwelling completions. ‘Dublin 15' was the Eircode area with the most new dwelling completions.

Housing in Ireland

A report on Housing in Ireland was not produced in 2018. In 2019 there are plans to publish a horizontal report looking at different aspects of social housing provision in Ireland.

 

 

 

Labour Market and Earnings

Statistical Products measuring employment/unemployment, the flow of jobs and persons, industrial disputes, earnings and labour costs are included in this area. The theme is subdivided into two sub-themes Labour Market; Earnings.

Transmission to Eurostat of data relating to the domestically available stocks of cereals and their utilisation. Includes how much is produced domestically and how much is imported (EU, and rest of the world).

Rebase of series:

The Monthly Services Index and Retail Sales Index were both rebased to 2015 in Quarter 1 2018. The rebasing of both series is in line with EU recommendations to update the base reference periods at regular five-year intervals. The new series replaces the existing series to base year 2010 as 100.

 

Tourism and Travel

New Product:

Aircraft Leasing in Ireland 2007-2016

A new publication from our Balance of Payments area on the Aircraft Leasing industry. The publication gives data on Employment and Remuneration; Income and Expenditure; and Assets and Liabilities.

 

National Accounts

New Products:

Two new products not listed on the 2018 Work Programme -

This is the first publication by the CSO of a new table on Irish pension liabilities which brings together all occupational pension schemes including those managed by government. The publication shows the amount owing to households by private employers and government at the end of 2015 as well as the transactions which took place during that period.

Provisional annual results published in October of General Government transactions: revenue, expenditure and deficit.

 

Highlight:

New Product – Productivity in Ireland

A new product produced by CSO in May 2018, this annual publication aims to help users understand productivity in the globally-integrated Irish economy. Productivity measures the efficiency with which an economy transforms inputs into outputs. The publication goes beyond basic labour productivity analysis to examine the impact of all inputs (labour, capital, multi-factor productivity) on Irish productivity.

 

External Trade

The Environment Indicators Ireland report was published as scheduled.

 

Highlight:

Product – Environment Indicators Ireland

The fourth edition of the biennial Environmental Indicators Ireland report was published in August 2018, which is published on a biennial basis. The environment area is wide-ranging and the nine domains in the report cover areas as diverse as greenhouse gases, waste, and biodiversity. Some of the main findings:

  • Air quality in Ireland has improved since 1990 for all indicators examined except ammonia, whose emissions were 4% higher in 2016 compared with 1990-1994.
  • Agriculture was the sector with the largest greenhouse gas emissions in Ireland at 32% of the total in 2016. Transport and energy were the next most important sectors accounting for 20% each of all greenhouse gas emissions in 2016.
  • In 2015, 10.6% of Ireland’s land area was covered by forestry. This was the second lowest in the EU.
  • In 2001-2004, 71% of municipal waste was sent to landfill in Ireland. By 2014 this had declined to 21%.

Product not produced:

  • Public Income and Expenditure on Water Supply and Waste Water Treatment

This product was not published as the administrative data was not received by CSO.

 

Delayed transmission of data:

One of the three datasets due to be submitted to Eurostat for the Waste Statistics Regulation of these was delayed to February 2019 due to the need to adjust the IT processing system to modify the methodology.

 

Climate

Number of Products actually published in 2018: 1

A new product Climate Data Rescue Project was undertaken which was not on the Work Programme for 2018. This involved the keying and checking a broad set of daily climate data for the period from around the mid nineteenth century to 1959 for three meteorological stations.
