Purpose

The Agriculture Statistics Liaison Group will play an important role in assessing the needs and priorities of key national users of agriculture statistics and agri-environmental indicators.  The group will also facilitate the effective exchange of information on all areas of agriculture statistics and agri-environmental indicators between the main compilers and users of these statistics.

Role

The role of the Group shall be to:

1. Ensure that the statistical system can deliver the agriculture statistics and agri-environmental indicators required to support EU,  national and regional policy needs
2. Discuss all quality aspects of agriculture statistical outputs, such as timeliness, relevancy, consistency, formats, future plans etc. and produce recommendations for remedial actions as appropriate
3. Promote best practice and efficiencies in the compilation of agriculture statistics by

  • further consideration of the SPAR recommendations for agriculture statistics
  • the formulation of proposals for the development of a single register of agricultural holdings
  • analysing the possibilities for merging CSO surveys with DAFF administrative schemes (e.g. CSO Farm Structure Survey to run in tandem with the Single Payment Scheme)
  • working with the CSO in the spirit of the European Statistics Code of Practice and implementing the recommendations in the National Statistics Board 2009-2014 Statement of Strategy as they relate to agriculture statistics
  • assisting the CSO in the coordination, collection and transmission of Agri-environmental Indicator data to Eurostat for forwarding to OECD
  • the consideration of all options to reduce response burden on businesses and farmers selected for participation in agricultural surveys

4. Provide and share information on progress on all agriculture/agri-environment projects surveys/data projects and other relevant issues relating to agriculture/agri-environment statistics.

Membership and Organisation

CSO will be responsible for organising meetings.  The roles of chairing and hosting the meetings shall be rotated amongst the members, where agreeable.

The agenda will be open and all members of the group are invited to suggest items for discussion and contribute papers, presentations or other research.  Membership of the Group may be extended (permanently or temporarily) if necessary, depending on the subject being discussed, to include other representatives or organisations.

Frequency of Meetings

The Agriculture Statistics Liaison Group shall meet once each year.  More frequent meetings may be held if the need arises.
